What kind of re-cone is this?

I got an old metal handle Marshall cab with some pretty scrappy looking 70's rola's. Looks like they were reconed a long time ago. Can anybody identify these particular cones? Are they any good?

It's a common Waldom kit, nothing special. These are/were the default reconer's kit used for various Celestion guitar speakers. If it's very important to you, I'd consider having it reconed with something a bit more sonically accurate.

Do that. IIRC, the problem with that cone kit wasn't so much the cone itself, but the fact that it typically used an aluminum coil form that didn't sound especially good. What I used to do is use that cone, but with a custom VC, and the result was very similar to a Pulsonic 003.
