Ao 43 to 18 watt pi problems

Any ideas?? I converted an ao43 hammond to 18watt lite.....the amp has very low volume unless i cock the pi tube in the socket just so.....ive replaced sockets twice(used sockets) and same issue...wiring is correct. Ive tried a few tubes....caps arent leaking dc.....solder joints all look fine...even reflowed a few
