Voltage division on filter caps

Hello everyone, I have a 1959 type kit with a Triode PT and I am having some issues with the voltage on the mains filter caps. the voltages are unequal and I would like some suggestions on resolving this. Here is a partial schematic with the voltages that I measured. I have checked this against the 1959 SLP XL schematic posted by Flames. Big thank you to Flames for posting all those. I should mention that the first cap in line from the rectifier is draining VERY slowly, while the others are all drained.

I thought that the balance resistors would divide the voltage so that each cap would get the same, but this is not happening. Any help would be appreciated.
