Ceramic capacitor codes

hey guys,
i picked up a bag of cool-looking old ceramic caps at the local surplus place, but i'm a little unsure of the numbering system.
i understand that the first two digits are the significant figures, the third is the multiplier, and the unit is picofarads. so, a "221" cap is 220pf. when a cap has zero as the multiplier, does this really mean no zeros? ie, is a "220" cap really just 22pf, or a "470" cap just 47pf? or are these 220pf and 470pf?
