on page 20 step b says "be sure not to fill the terminal with solder". step a illustration 3 shows the terminal apparently filled with solder.

what am i missing?

50 watter instructions I think you are talking about here. Basically you do want to solder the "u" bit of bent wire in there good on the bottom side, but only so far as the "u" shape bit of wire actually extends into the turret. So from the bottom, as in the pics, the joint should look complete/solid, you just don't want to use so much solder that it completely fills up the turret's shaft all the way to the top side or overflowing out of it. Just use enough solder to make the bottom turret shaft to "u" shaped wire solid, no more solder than that.

So, when you are done soldering in bottom side wires at that step, you should be able to look in from the top side of the turrets now and see that they all still have open room in the turret shaft to insert the top side component legs freely. No excess solder filling that turret shaft up yet so as to not allow part legs to drop in.

Something I do on eyelet boards is to insert the wire and if there is more component legs or wires that go into that eyelet I will just tack solder the wire to hold it in place.
Just a dab of solder to keep it from falling out until I am ready to fill the eyelet.

yep was on the 50 watter directions. so all these wires are going into turrets? that makes sense. if some of them are eyelets does not.

also it appears the u shaped wires are tinned in the illustration is that true or is that an optical illusion? should you tin all the wires?

Most of the wire that's been sent out with the kits recently is already tinned and ready to go when you strip it.

Yeah in the Metro kit, they are all turrets. No eyelets are used.

a pretty neat trick. so they tinned it and then insulated it? cool.

Is it alright if the bottom third of the turret is filled when the wire is soldered and then the top two thirds are filled when the resistor is installed? I usually try to have a good mechanical connection. I assume the best you can do on the turrets is to get the legs of the resistor to touch the inside of the turret wall. Is that even necessary?
