NOS Phillips Mustards, arent they dried up by now?

From what I have read, capacitors tend to dry up after many years. Wouldnt NOS mustards be dried up by now, specially since they havent been played? I have heard of a tecnique that people use that slowly introduces voltage back into the cap to bring it back to life, but some tech told me that even if you do this the cap will not be at 100 percent of its full glory. What is the truth on this matter? thanks

The filter caps can dry up. Mustards are signal caps. They can go out of tolerance but they can't explode .

So they have an eternal shelf life?

I think as long as they're not exposed to a lot of humidity or vibration they will probablly last a long time. I've used them in a couple builds now and they've been fine. I"m sure someone will chime in and let us know if there is limit to their shelf life.
