I have a metro 2203 master volume kit and just plugged it in for the first time.
blew a few ht fuses at first, but found a wiring issue and made repairs
now i get this popping sound out of my phase inverter tube, and I'm also reading low voltage reading on
pins 2 and 7
should have 28vdc, but have 13vdc
what voltage should i be reading at the PI TAIL resistor and the NFB resistor?
am i even headed in the right direction?
any suggestion on where to start would be appreciated.

Check on the board to be sure you have a 470 ohm, not a 470k resistor. Common mistake.

470 ohm is correct
one of the output tubes flashed up
i swapped them around and didn't happen again
when i take voltage readings i start getting issues, popping, sparking
solder connection look good, nothing touching were it shouldn't
