Ok I know that 2 20uf caps in parralel make 40uf......Does parraleling change the voltage rating? Assuming they are both 600v caps ran in parralel, they would still be rated 600 v?

In Series 2 20uf caps would make 10uf......Does running them in series change the voltage rating?

In parallel does not change the voltage rating.

In series does -- in a typical Fender, for instance, two 70uF 350VDC caps in series makes for a 35uF 700VDC rating. (Using resistors across each cap will help ensure that the voltage divides evenly across both caps.)

I don't see how in series 2 350 v in series would make a 700v being all that current would hit one resister before the other...
