Question about silver jubilee 2555

Hi guys, I'm going to build a 2555 clone but i have two question about circuit.
The first is about presence circuit, is similar to 2203 but there is a 10r (R19) to ground, why? What is the difference in term on sound?
The second is about the fizz cap, usually 47p (C15) between pin 1 and 6, in jubilee schematic is after dc block caps, why?
