High / Low Voltage Standby Switch Question

On George's wiring diagram for the High/Low voltage standby switch:
Does there need to be something wired to the upper-left lug, or is this lug left vacant as the picture shows?
Also, the lugs are actually numbered 1-9 on the back of the switch in the following manner --
1 4 7
2 5 8
3 6 9
Does it matter if the 22 - 33K resistor is soldered to lugs 2 and 3
or if it is soldered to lugs 7 and 8 depending on which way the switch is mounted?
