Metro-Spec 45/100 OT Drake 1202-84

Bought a Metro-Spec 45/100 OT Drake 1202-84 and changed my JCM800 2203 to KT66 (changed also bias to -62V and grid resistors from 5k6 to 1k5). The measured output power is only 50 Watts at all 3 loads (4, 8, 16 Ohm). Anode voltage is 470 V. The measured output transfomer impedance is 1.1KOhm@1kHz A-C or 2.2KOhm A-A. What is wrong? Please help.
