OT wire insulation question - Classic Tone 40-18026

I just noticed that the wires on my Classic Tone OT are both pre-tinned AND have the red insulation under the tinned layer. I almost missed the red insulation completely until I saw it in a macro picture I took of my output selector & speaker jack wiring. You can see the red insulation if you look closely at the purple ground wire connected to the speaker jack in the pic below.

Can anyone advise me if I need to remove both the solder layer and the red insulation, or does having the outer layer being pre-tinned give me the proper conductive contact needed for the jack grounding and speaker output connections?

FWIW Violet is COMMON, and Orange, Yellow, Green are 4/8/16 Ohms respectively on this OT.

The red is enamel. Somebody just tinned over the enamel, instead of scraping it off first. The soldering iron melts it. usually it still works fine, but I scrap my wires first before I tin the wire. I like it neater and cleaner, but both ways works fine.
