I have a small tear in a cone, is it fixable??

Any tips anyone can offer on how to fix it would be appreciated!

rubber based glue and some craft paper, and it should be fine.

I went with elmers glue and single paper towel like in a video of Gerald Webber that i seen. Turned out great!
