i heard marshall say that if you mix a 8ohm cab with a 16ohm cab you would set the impedance to 4 ohms. is this true and safe to do?

Well 8ohms and 16ohms in parallel works out of 5.3(recurring) ohms. So 4ohms will be the closest match.

Bear in mind the 8ohm cab will be taking most of the power though (and will be a lot louder, unless the speakers and much less efficient than in the 16ohm cab), since it's easier to drive than a 16ohm load, so make sure the 8ohm cab can handle at least three quarters of the power you're putting through it.
For these reasons it's not the best of ideas, but yes you can do it set to 4ohms.
So I like purple, okay!!!!!!
